Environmental Health and Safety

Principal investigator:

  • Provides safe and healthy environments for areas and personnel assigned to their project(s)
  • Initiates and enforces necessary preventive measures to control hazards
  • Consults with the Department of Environmental Health and Safety regarding appropriate practices and facilities to conduct research safely and in compliance with regulatory requirements
  • Requests operational and/or technical support as necessary
  • Ensures that personnel follow required policies and procedures
  • Ensures necessary support such as personal protective equipment, occupational medical examinations, local exhaust ventilation, etc. are in place
  • Participates in relevant training and education
  • Ensures that project personnel participate in relevant training and education
  • Ensures completion of University of Utah Registration of Materials Potentially Infectious to Humans form, as necessary
  • Ensures injuries and illness are reported to the Worker's Compensation Office
  • Serves as focal point for safety and health concerns

Other research personnel:

  • Follow required practices and procedures
  • Participate in relevant training
  • Report safety, fire, and health hazards, environmental deficiencies, injuries and illnesses to the Principal Investigator or designee

Department chair/center director:

  • Assures that project is in compliance with state, federal, sponsor and University of Utah policies and regulations regarding environmental health and safety
  • Ensures areas under their management are in compliance with University health and safety policies, practices and programs
  • Promotes University environmental health and safety compliance efforts and programs

Deans office/designee:

  • Ensures individuals under their management have the authority and support to implement health and safety policies, practices and programs
  • Promotes University environmental health and safety compliance efforts and programs

Executive administration:

  • Promotes University environmental health and safety compliance efforts and programs
  • The Vice President for Administrative Services is responsible for matters of policy regarding environmental health and safety and for operation of the Department of Environmental Health and Safety

Conflict of Interest committee: N/A

Environmental Health and Safety, Department:

  • Serves as the primary technical resource for the University research community regarding environmental health and safety policies, procedures, and regulatory issues
  • Staff serve on Radiation Safety Committee, Institutional Biosafety Committee, and IACUC
  • Executes enforcement actions as prescribed by institutional policy or committee decision
  • Conducts special risk assessments and provides recommendations on appropriate practices and facilities to conduct research safely and in compliance with regulatory requirements
  • Conducts periodic review of research facilities and/or procedures to ensure compliance (IACUC only)
  • Provides operational and/or technical support for research activities that require monitoring, tracking, decontamination, or disposal of potentially hazardous and/or regulated materials
  • Identifies training resources for the University research community
  • Identifies, monitors, and interprets local, state, and federal agency actions related to environmental health and safety for implementation within the University research community
  • Develops draft policies/procedures for oversight committee review
  • Provides an annual report of activities to the Vice President for Administrative Services

Governmental Accounting and Support Services: N/A

Institutional Animal Care and Use Committee / Animal Resource Center:

  • Requires Environmental Health & Safety Department review and approval of any use of toxic chemicals, carcinogens, other toxins, as appropriate, for submitted protocols
  • Requires training in the Occupational Health and Safety Program for animal researchers
  • Requests assessment of safety risks within animal facilities and laboratories
  • Requests assessment of safety risk in animal housing

Institutional Review Board:

  • Requires Radiation Safety Committee and Institutional Biosafety Committee approval if necessary

Office of Internal Audit:

  • Provides information, analyses, and counsel to assist management in ethically, effectively, and efficiently fulfilling their management responsibilities
  • Examines, assesses and reports on accountability and controls
  • Supports management database application to support management's project monitoring efforts

Radiological Health, Department: N/A

Institutional Biosafety Committee:

  • Reviews research for compliance with NIH Guidelines for Research Involving recombinant and synthetic DNA molecules
  • Reviews research for compliance with biosafety regulations
  • Chair reports problems, violations, accidents/illnesses to the University of Utah and NIH/OBA within 30 days
  • Provides any information requested by IRB, IACUC to facilitate review and approval of research involving recombinant DNA

Office of Sponsored Projects:

  • Coordinates with the Department of Environmental Health & Safety regarding specific institutional compliance programs in place for specific projects prior to proposal submission
  • Documents agency guidelines and Principal Investigator/University compliance
